Elgin City Council Meeting 8/1/23

During the Public Comments section of the meeting, Molly Ward and Ashley Kershner reported that because of street parking, people are blocking driveways of residents and mail carrier will not stop deliver mail if a vehicle is parked in front of the mail boxes. Council will check into this.

George Ramsey and Robert Miller were recognized by the Council for their Eagle Scout Project at Thomas Memorial Park.

Thomas L. Mathis, City Manager provided highlights from the 2023-2024 Annual Operating Budget. The City plans to maintain the existing service levels to residents and businesses. There are three new residential projects in development with a 40% population growth in the community. There is a General Fund surplus. The water/wastewater treatment plant improvements should be completed by Winter. There are no water/sewer rate increases. The Police Department budget is $5M. There are street improvements, City Hall restoration and a workforce increase in the budget. The final adoption of the budget deadline is September 19.

After an Executive Session about the language in the agreement between the Elgin EDC and Mosaic Housing, the Council approved the document. Mosaic builds modular homes and will have a plant on sixteen acres north of the park and should employ around 100 people.
