Smithville ISD Board Meeting July 18, 2022

The Board President Mr. Grant Gutierrez called the meeting to order at 6:05 pm.

The group recited the Pledge of Allegiance.

Dr. Bethany Logan, Director of Curriculum, conducted a public hearing on ESSER III, ESSA, Perkins Grant to comply with grant requirements. (See screen shots below.) It is important to mention that there was a lack of communication from the school district to inform the families about this Public Hearing. There were no families in this meeting.

Public Communications:

Mr. Jim Rose wants the members to go check Rosanky area and wants some how void the contract with BIG STAR SOLAR, LLC Company. Quoting: “If we do nothing you are basically supporting crime.” “This is wrong deal, slave labor, we don’t need to teach children to do something wrong.” “This could be a public nightmare.”

Reporter notes: Surprisingly it’s the first time I witnessed the Board President engaging in a two-way dialogue with a patron addressing the Board, according to the Board Operating Procedures the Board President can only hear comments.

Financial Report – Description: The Chief Financial officer, Jean Ann McCarthy, will review the financial disbursement for the previous month with the Board of Trustees.

Superintendent’s Report – Description: The Superintendent will update the Board on important issues pertaining to the District.

Preliminary STAAR TEST Results; Next year testing will be online, not longer in paper. There is a concern for 7th grade Math subject and the poor students performance.

Review and approve Local Board policy Update 119 and Affected policies. The District must update and maintain it’s local policies with the most recent legislation and educational regulation changes

Consider Adoption of Board Policies EFA (Local), and EFB(Local), and to Repeal Current Board Policy EF(Local) Description: This action is being considered due to recent advice from the Texas Association of School Boards regarding instructional and Library material adoption.

Consider Approval of 2022-2023 Student Code of Conduct.

Consider Approval of 2022-2023 TTESS Appraisers and Appraisal Calendar.

Call for Public Hearing on Proposed Budget and Tax Rate

Schedule a Date for Board Team of Eight Training Personnel

Superintendent ‘s Mid-Point Review —Description: Board Policy BJCD[Legal] requires the Board to annually evaluate the Superintendent One part of the appraisal process involves the superintendent completing and providing to Board members a self-evaluation. The self-evaluation is presented to the Board in December, and the superintendent’s evaluation by the Board takes place in closed session in January. The Superintendent would like to provide the Board with a mid-point review of her progress and accomplishments. She will present this to the Board in closed session.
