City of Elgin – Municipal Government

City Council approved a Consent and Development Agreement with Lund Farms, an Extra Territorial Jurisdiction (ETJ) Municipal Utility District (MUD) located north of the city of Elgin, between State Highway 95 North and County Line Road. The Lund Farms MUD is a mixed-use residential development conceptually planned for 1,856 single-family homes and 648 multi-family units. City Manager Tom Mattis noted, “This is the largest residential development ever approved by the City of Elgin and brings a unique package of benefits to the community as well as the development itself.”

The agreement includes many attributes for the City of Elgin:
• Master Development Fees $3 million
• Commitment to EISD for funding ($500k) or land site
• Public parks or trails open to city residents
• Land donation for public safety facility
• Road right of way donation ($200k)
• Commitment to build streets, drainage, & sidewalks to city regulations
• Funding for new (2nd) Wastewater Treatment Plant
• Commercial/retail property (9 acres) and sales tax revenue
• High quality amenities for new Lund Farm homeowners
